Dr. Lin expressed that cooperation and exchanges among Shenzhen, Hong Kong and Macau have showed successes when it comes to cultural exchange and urban development, however, the development of health care and education is still lagging behind which needs bigger improvement and further cooperation

In the aspect of education, notwithstanding that there are numerous vocational schools in Shenzhen which can basically meet the demands for general services and urban development, there are few universities in Shenzhen, namely Shenzhen University and South University of Science and Technology of China. It seems to be an unmatched phenomenon that an insufficient number of universities on such an international metropolis. Thus, Lin suggested the Shenzhen Government to input more educational resources from Hong Kong and Macau as well as their teaching philosophy, education system. Cooperative Education among three places could be launched. Moreover, scientific researches and academics exchanges should be promoted so as to strengthen the connection and communication of the students and teachers among Shenzhen, Hong Kong and Macau.

As for health care development, the Shenzhen Government is recommended to introduce more advanced equipment and comprehensive system from Hong Kong and Macau to optimize the treatment process, to attract more medical experts and professionals from different places to Shenzhen. Under some emergency situations, the critically ill patients could be transported from the Shenzhen hospital to Hong Kong or Macau to have further treatment. In addition, Lin proposed the use of "Internet+" on the development of online medical system so as to integrate the doctors’ resources, providing the other way of online medical consultation to the public.

Lin concluded education and health care development are of utmost importance for Shenzhen municipal government. To raise the standard of medical and education, there is no need to adopt from the countries or cities which are far away from Shenzhen. Instead, the government should highlight the enhancement of cooperation with our neighbors like Hong Kong and Macau, not only solving the needs of society in Shenzhen, but also providing various employment and opportunities for the professionals and experts in Hong Kong and Macau.
